What the Kahnawake Gaming Commission Is

The Kahnawake Gaming Commission was established on 10 June 1996 under the Kahnawake Gaming Law, and has been licensing and regulating online gaming continuously since 8 July 1999, the day it enacted its Regulations concerning Interactive Gaming. That makes it one of the oldest online gaming regulators anywhere, predating most of the national licensing regimes players now treat as the default.

The Commission states its primary function plainly: protecting players who choose to play at the sites it licenses. Its 1999 regulations were drafted with that aim and drew in part on Queensland's 1998 player-protection legislation, the most developed framework of its kind at the time. They have been amended repeatedly since, most recently in 2026.

It regulates more than online casinos. Interactive gaming, covering casino, poker and sportsbook, sits alongside land-based poker rooms, raffles and electronic gaming devices within the Territory, each under its own set of regulations.

Where the Commission's Authority Comes From

This is the part most casino pages skip, and the part actually worth understanding. The Commission's authority to license gaming is not delegated to it by Canada or by Quebec. It is a facet of the sovereign rights Kahnawà:ke holds as a community of Indigenous peoples to govern its own affairs, exercised through laws its own council enacts.

That council is the Mohawk Council of Kahnawake: eleven chiefs and a grand chief, all elected by the community, with elections every two years. It legislates for the territory and has built the institutions that run it, among them the Kahnawake Peacekeepers, the community's own police force, along with its court, schools, hospital and fire service. The Gaming Commission was created the same way, by an act of that council in 1996.

The Mohawks of Kahnawake have asserted sovereignty over their territory consistently and have never signed a treaty surrendering or diminishing it. In 2007 the Commission's authority was considered favourably in a decision of the Superior Court of Québec. Its regulations are explicit on the point: they may serve as a basis for harmonisation with comparable jurisdictions, while depending on no other jurisdiction's ratification or approval.

Betty's Licence, and How to Check It

This website is managed and operated by Excelsior Works Ltd. under Kahnawake Gaming Commission licence numbers 00979 through 01004. Those numbers appear in the trust panel further down this page and in the footer of every page here, which is deliberate. A licence claim nobody can check is decoration.

The Commission gives players two ways to verify it independently. It runs a Logo Certification Program, where clicking the Commission logo on a licensed operator's site confirms the licence with the Commission rather than with the operator. It also publishes its current permit holders on its own website, alongside the full text of the Regulations concerning Interactive Gaming. Neither route asks you to trust a word on this page.

How to Verify Any Kahnawake Licence

  1. Find the licence number It belongs in the footer or on a licensing page. If it is nowhere to be found, that is itself your answer.
  2. Click the Commission logo On a properly licensed site the logo links to the Commission's certification, not to a static image.
  3. Check the permit-holder list The Commission publishes current holders. Cross-reference the operator company name, not just the brand.
  4. Read the regulations They are public, and they set out what a licence actually obliges an operator to do.
  5. Escalate if you need to Complaints an operator will not resolve go to the Commission, which reviews them under published procedures.

What the Licence Requires of Us

The Commission presently issues five types of licence and authorization under its interactive gaming regulations, covering interactive gaming operators, client providers hosted in the Territory's facilities, live dealer studios, casino software providers, and inter-jurisdictional arrangements. Each carries its own conditions, and no interactive gaming may be conducted within or from the Territory without a valid authorization.

For a player, the practical consequences are the parts worth knowing. The regulations set requirements around the fairness and integrity of games, the handling of player funds and information, and the availability of responsible gaming controls. They also establish a dispute route that does not end with us: complaints and queries are received and reviewed by the Commission under procedures set out in the regulations, with professional advisers assisting. There is somewhere to go when an operator and a player disagree.

Is There a Casino in Kahnawake?

A fair number of people searching for a Kahnawake casino are looking for a building. The Commission does license land-based poker rooms inside the Mohawk Territory of Kahnawake, under a separate set of regulations from the interactive ones, so gaming physically in the territory is a real thing rather than a technicality.

Betty is not one of those. We are an online casino licensed from Kahnawake, played in a browser, with no venue to visit and no opening hours to check. That is the distinction worth drawing: the licence is issued in Kahnawake, while the casino itself is wherever your phone happens to be.

Kahnawake and Quebec

Kahnawake sits on the south shore of the St. Lawrence, directly across the river from Montreal, which is why searches for a Kahnawake casino arrive in both English and French. The territory lies geographically within Quebec while being governed by its own council under its own laws, a distinction that carries more weight here than in most places.

For Quebec players that proximity makes our regulator something close to a neighbour. The Betty guide for Quebec covers what that means locally, and the same page exists in French.

Safe, Secure, and Responsible

The licence is the floor, not the ceiling. Deposit limits, timeouts and self-exclusion are self-serve in your account area, and the Commission's regulations require that such controls exist. Set a limit before your first spin. You must be of legal age where you live, which means 19 across most of Canada and 18 in Alberta, Manitoba and Quebec.
